Congestion charging isn't the only way to disincentivise commuters from driving into our city centres. As a new ITDP report shows, many cities are being very clever with their parking policy, using dynamic pricing systems, new regulatory mechanisms and simple physical design changes to keep commuters thinking twice about relying on their cars.
